CBIC directs price monitoring post GST rate changes, Bicycles among key commodities

The Central Board of Indirect Taxes and Customs (CBIC) in its letter dated September 9th 2025, has issued a directive to all Principal Chief Commissioners and Chief Commissioners of Central Tax across the country to monitor commodity prices following the GST Council’s recent rate rationalization. The new GST rates, as approved by the Council, will come into effect from September 22, 2025.

As per the directive, field formations and trade associations have been tasked with compiling monthly data on the Maximum Retail Price (MRP) of several commodities both before and after the implementation of the revised GST structure. The reporting exercise will continue for six months, with the first set of data to be submitted by September 30, 2025, and subsequent reports due by the 20th of every month till March 2026.

Special Focus: Bicycles and Cycles

Among the list of 54 commodities identified for price tracking, bicycles and other cycles (including delivery tricycles), not motorised, listed at serial number 47 of the annexure, stand out as a key category. Industry observers note that bicycles play a vital role not only in the mobility of rural and semi-urban populations but also in sustainable transport initiatives and last-mile delivery solutions.

Trade associations and consumer groups are expected to closely monitor whether the revised GST rates translate into tangible benefits for end-users, particularly school-going children, daily wage earners, and small businesses relying on bicycles for deliveries. A price change in this segment could have direct socio-economic implications, especially at a time when the government is promoting eco-friendly and affordable mobility solutions.

Other Commodities Under Watch

The annexure lists a wide spectrum of goods, from dairy products, personal care items, and household appliances to medicines, cement, and solar products. This structured monitoring is aimed at ensuring that the benefit—or burden—of the tax rationalization is transparently reflected in market prices.

The CBIC has emphasized that the exercise must be treated on priority, with the aim of keeping track of consumer impact across various categories.
