Ludhiana's Deputy Commissioner, Himanshu Jain, today issued strict directions to the Municipal Corporation (MC) and the Commissioner of Police (CP) to launch an immediate and aggressive campaign against the persistent defacement of public property across the city. The DC took serious note of the escalating incidents involving unauthorized posters, graffiti, banners, and wall writings, stressing that these acts not only mar the city’s aesthetics but also disturb public order.

The orders specifically target the defacement of public walls, infrastructure, and properties through unauthorized advertisements and markings, which constitute a violation of the Punjab Prevention of Defacement of Property Act, 1997. The action was initiated on Monday, December 15, by Deputy Commissioner Himanshu Jain.

The DC has mandated the Municipal Commissioner to ensure the immediate removal of all unauthorized defacements citywide. To achieve this objective, the MC must constitute a dedicated team led by a nodal officer within 48 hours to handle ward-wise monitoring and cleaning operations. This nodal officer will face strict administrative accountability for non-compliance and must submit weekly status reports every Monday to the DC’s office. These reports must meticulously detail locations cleaned, new cases identified, and corresponding actions taken by the MC team.

Furthermore, the Commissioner of Police received orders to strictly enforce the Punjab Prevention of Defacement of Property Act, 1997. Police stations must now register FIRs against individuals or organizations responsible for defacement, with legal action taken against violators without exception. The police are commanded to enhance patrolling and surveillance, particularly near government offices, flyovers, public infrastructure, and other high-visibility areas. Police stations must also maintain records and submit weekly compliance reports on cases registered to the DC’s office.

DC Jain emphasized that defacing public property constitutes a serious offence, urging all organizations and residents to refrain completely from such activities to help preserve the city's appearance and public order.
